Code Enforcement

Code Enforcement is the process by which the City of Avalon ensures compliance with the laws and regulations established in the Avalon Municipal Code (AMC). Code Enforcement Officers,  in cooperation with the Avalon Fire Department and the Los Angeles County Sheriff's Department work to promote and protect public peace, health and safety.

Complaint Process

The handling of complaints is prioritized based on the nature of the alleged violations. Highest priority is given to impact on public health and safety. Due to the nature of some allegations, Code Enforcement Officers may refuse to provide updates regarding complaints.

Code Enforcement Activities

Citation Report - December 2022

Vehicle Citations: 201 Citations written.*

Red Tag Warnings: 25 warning tags issued for illegal dumping, animal noise, trash cans without lids, illegal disposal of cooking oil, kayaks at 100 Casino Way, boat on trailer, and other misc. warnings. 

Bike Removals: 20 bikes removed from City Hall and disposed. 

Construction: 4  "Verbal Stop Work Orders" issued for construction on weekends, construction without permits, etc.

Citation Report - November 2022 

Vehicle Citations: 147 Citations written.* 

Red Tag Warnings: 30 warning tags issued for illegal dumping, animal noise, trash cans without lids, illegal disposal of cooking oil and other misc. warnings.

NEW Citation Amnesty Program

The City of Avalon is currently offering a Citation Amnesty Program for any resident with outstanding vehicle citations.

This one-time program offers to expunge outstanding tickets for a fraction of the cost and assistance with vehicle registration issues in exchange for a promise to cure existing vehicle issues or relinquishment of the vehicle.

Animal Control Issue Report - December 2022

  • Issued one administrative citation for an Animal at Large.
  • Responded to 13 calls for removal of dead animals (includes cats, birds, and deer).
  • Investigated 1 complaint of animal cruelty. Determined it was a false claim. 
  • Responded to 2 calls for animal noise complaints. 

Animal Control Issue Report - November 2022

  • Issued one administrative citation for an Animal at Large.
  • Responded to 20 calls for removal of dead animals (includes cats, birds, and deer).
  • Trapped and relocated two cats from Pebbly Beach to the Human Society.
  • Investigated complaints of animal cruelty.
