Open Enrollment
The 2024 Open Enrollment period for the City of Avalon begins on Monday, September 18, 2023 and ends on Friday, October 13, 2023.
New premiums, employee deductions and health plan changes will take effect January 1, 2024.
We would like to encourage all employees to review their elected benefits to ensure that coverage meets the needs for both themselves ad any covered dependents.
Open enrollment is your annual opportunity to change your benefit elections without a qualifying event. It also provides the opportunity to add or drop qualifying dependents.
If you do not want to make any changes, you do not need to do anything.
All changes must be submitted by October 13, 2023.

The following monthly City maximum contribution benefit shall apply effective, January 1, 2024:
- EMPLOYEE ONLY: $800.00
- EMPLOYEE + 1: $1,500.00
- EMPLOYEE + FAMILY: $1,875.00

Should you wish to keep the same insurance, do nothing and your plan will rollover into the new year.

Should an employee “opt out” of the City’s health, dental and vision plans, the City shall pay an employee a cash allowance of $300.00 per month. To be eligible for this “opt out benefit” payment, the employee must provide proof, as determined by the City, that comparable medical insurance is in full force and effect. In the event the employee loses eligibility (with documentation) then the employee may reenroll in the plan pursuant to the CalPERS health plan rules.

Choose your health plan by logging into your CalPERS account. Once you have signed in, click the Health tab at the top of your screen and follow the steps to enroll. Be sure to submit required documents with your enrollment forms:
- Spouse: Marriage Certificate
- Domestic Partner: State of California Domestic Partnership Registration
- Birth or Adoption Certificate
- Step Child(ren): Marriage Certificate/Domestic Partner Registration, Birth Certificates.

Health Insurance Waiver
Under the current Patient and Affordable Care Act Regulations, the City of Avalon is required to offer affordable health care coverage to full time employees. If you are eligible for health coverage through another source, proof of coverage and an opt out waiver are required in order to receive the $300 opt out stipend per month. The Opt Out Health Waiver can be found HERE.

Supplemental Products
Employees have the opportunity to purchase supplemental products such as accident insurance, critical care insurance, short term disability insurance, flexible spending, MASA Air assist and dependent care accounts that are available to all fulltime employees. There will be a separate open enrollment for these voluntary benefits later in the calendar year.
Personnel Records Update
Remember, it is important to keep the Human Resources department updated on any life changes. If you had a life changing event during the past year, now is the time to update your beneficiary forms and emergency contact information.
Employee Assistance Program (EAP)
At not cost to employees ant their families, the City offers an Employee Assistance Program(EAP) through Anthem. Your EAP can assist you with problem solving support that includes face to face sessions, phone, or web video consultations with a professional provide to help with life’s ups and downs. Also included are work and life services which include consultations and referrals to financial services, legal services, identify recovery services, daily living services.
