Bidding and Proposals
This page contains active citywide listings for Bids, Requests for Proposals (RFPs), and Request for Qualifications (RFQs).
Potential contractors, subcontractors and suppliers may view current projects, register as plan holders, download plans and specifications and receive addendum notices. Potential bidders are responsible for obtaining any issued addenda which will be available for download through this section.
Informal Bidding
The City of Avalon has adopted Uniform Cost Accounting Procedures under Public Contract Code §22000. As a result, the City is authorized to engage in an Informal Bidding process for award of construction contracts valued at $60,000 or less. Under Informal Bidding procedures, potential bidders may complete and submit a Qualifications Application, and be deemed by the City as "Qualified Bidder" based upon the information provided in the application.
Bidder Registration can be completed online, or by submitting the required information by mail.
The following links (Caltrans) are provided as a resource for Contractors to find available DBE firms as well as business resources for DBE firms.
Printed plans and specifications for advertised projects can be purchased at the Public Works Department, 410 Avalon Canyon Road, between the hours from 9:00 AM to 12:00 PM, and 1:00 PM to 3:00 PM.
Costs, including mailing fees vary with the size of the project and are non-refundable.

Drop-off Location
Requests for Proposals and Qualifications are to be dropped off or mailed to the City Clerk's Office - PO Box 707, 410 Avalon Canyon Road, Avalon, CA 90704, unless otherwise noted in the specifications.
Business License
The City of Avalon requires (contractors or companies) doing work within the City limits to have a business license. The business license application is available online. For more information, please contact the Finance Department.

Requests for Proposals
The City partners with Public Purchase to manage its formal bidding process. Public Purchase provides government agencies and their vendors with a comprehensive and easy to use web based eProcurement system. For our vendors, this eProcurement system provides you with automatic notification and transmittal of bid solicitations to vendors. In addition, Public Purchase gives you access to bid opportunities with other government entities. All of this is provided at no charge.
