In partnership with our community, the Public Works Department is committed to providing the highest level of service to construct, maintain, and enhance public facilities, programs and infrastructure in a cost-effective manner. The Public Works Department maintains the City's public landscaping, parks, and public buildings.

Capital Improvement & Major Maintenance Projects
The Capital Improvements Program (CIP) budget allocates existing funds, anticipated revenues and grants for CIP projects which supports design and construction of a wide range of infrastructure improvement projects.

Bidding and Proposals
The City of Avalon has adopted Uniform Cost Accounting Procedures under Public Contract Code §22000. As a result, the City is authorized to engage in an Informal Bidding process for award of construction contracts valued at $60,000 or less. The City partners with Public Purchase to manage its formal bidding process. Public Purchase provides government agencies and their vendors with a comprehensive and easy to use web based eProcurement system.

Excavation Permits
An Excavation Permit is required for trenching, digging, boring, tunneling, drilling, potholing, jacking of conduit or pipes, or placement of a facility or structure in the public right-of-way, which includes any any street, alley, sidewalk, road and public place.

Private Salt Water System
To help reduce the demand for the limited fresh water on Catalina Island, in the 1970s the City of Avalon established a salt water system, Avalon Municipal Code (AMC) 6-6.09. To ensure the positive impact to the fresh water supply, the City of Avalon requires a second plumbing system piped to toilets, AMC 8-5.05.

Private Sewer Lateral Program
The sewage system for a home or property is connected to the City's sewer main through a sewer lateral. The property owner is responsible for maintenance and repair of the lateral from the building all the way to the point of connection with the public sewer main often located in the middle of the street.
